Havering (Parliament Politics Magazine) – Romford’s Market Place car park recorded the highest number of fines in Havering, as council enforcement ramps up across its 25 borough-owned sites.

A number of infractions, such as failing to pay or parking outside of the designated bay, can result in fines for drivers.

The majority of Havering has lower parking penalty fees than the rest of London, however the borough’s town centers have higher fines.

In Havering, a driver can face a maximum parking fine of £160, which is halved if paid within two weeks.

According to data from a Freedom of Information (FoI) request, the Market Place parking lot in Romford received the most fines between April 2024 and March 2025.

Over the course of these 12 months, 3,427 fines were issued, which is nearly 1,000 more than the Fentiman Way parking lot in Hornchurch, which has the second-highest number of charges.

How does Havering Council enforce parking restrictions across its car parks?

The Havering Council’s Civil Enforcement Officers, who patrol the regions daily from 7 am to 10 pm, are largely responsible for enforcing parking regulations throughout its car parks and controlled parking zones. 

These officers keep an eye on whether parking regulations are being followed, including waiting and loading limits, permit display, and payment of parking fees. Officers issue Penalty Charge Notices (PCNs) to vehicles discovered in violation, such as parking across dropped curbs, exceeding time limitations, or parking without a valid permit.

Havering employs CCTV cameras with Automatic Number Plate Recognition (ANPR) technology in addition to on-the-ground enforcement to implement specialized programs, such as school street limits, which impose fines on vehicles that enter during restricted hours without exemption permits.
