Havering (Parliament Politics Magazine) – Route 1 Burgers and Doner Kebab in Gidea Park, Havering, faces enforcement action after reportedly breaching local planning regulations.

Havering Council has issued an enforcement notice to Route 1 Burgers and Doner Kebab, located at 236 Balgores Lane, for allegedly altering its use without planning blessing. 

According to the announcement, the unit was formerly classified as a class E planning use, which includes beaneries, retail establishments, and fitness centers. Still, without authorization, it was converted to a mixed use as a café and hot mess takeaway. 

Also, the notice claims that unapproved installation of an extractor chimney stack the reverse of the house has aggravated” noise, vibration, and odours.” 

The letter claims that this has had an” inferior impact” on the original population and that the takeaway’s close proximity to an academy is mischievous to fostering” healthy cultures” for kids. 

Still, director Afzol Siddique informed the Archivist that he’ll be appealing the notice because he feels he has been treated” unfairly” by the council. 

He said:

According to council instruction, I applied two times and now they rejected and I asked for the refund […] and they came back to me with the enforcement letter.

Seven people are working in my business – seven people’s livelihood, my business, everything would be in jeopardy.”

Mr. Siddique stated that after submitting all the necessary paperwork to apply for a sui generis use, he was latterly informed by the council to apply under the being use class E. 

Havering Council affirmed that all conduct have” followed statutory procedures” but stated that it doesn’t note specific operations. 

A spokesperson said:

“The council issued a planning enforcement notice on October 29, 2025 requiring the stopping of the current use at 236 Balgores Lane, Romford, as it does not have the necessary planning consent.

The notice was served in line with planning regulations and due process.

The business has the right to appeal, and that process is independent of the council.”
