Hornchurch shop gets late-night alcohol licence in Havering

Havering (Parliament Politics Magazine) – A new off-licence in Hornchurch, Gidea Park, has been granted permission to sell alcohol late at night, despite strong objections from local residents over noise.

Hornchurch Food and Wine’s proprietor, Ali Uzun, was successful in obtaining a license to serve alcohol seven days a week until 11 p.m.

The Havering Council‘s licensing committee discussed the plan in March, and a formal decision allowing the proposal has now been released.

Locals are worried about Hornchurch Food and Wine since it will be the newest of about seven off-licence establishments in the primarily residential area. 

Ancombs once ran an interior design business in the Squirrels Heath Lane building.

In a formal protest, a resident of the nearby Station Road stated that there were already “far too many” establishments offering alcohol for sale in the evening and that every new one “adds to the disturbance in the street and antisocial behavior.”

He went on to say that “noisy” customers who were walking to and from other stores in the vicinity “often disturbed” the peace.

The committee was also shown a 13-signatured petition saying that a new license would probably violate “our right to a peaceful existence.”

The committee described the meeting as “regrettable,” but no residents showed up in spite of the commotion.

“The members found this regrettable as the residents had essentially forfeited their right to amplify on their respective representations and/or to put questions to the applicant,”

the committee wrote in its report.

Because Mr. Uzun had operated comparable stores in Leyton for 20 years, the council members believed he could show a “reasonable understanding” of licensing regulations.

Prior to the licensing hearing, Mr. Uzun met with the Metropolitan Police and consented to four additional license requirements.

Workers must take “all reasonable steps” to keep clients from gathering outside. Additionally, consumers must be informed that they are being monitored by CCTV cameras and reminded of the prohibitions against underage drinking.

The plan was neither opposed by the police or the council’s own licensing division, which operates independently of the elected council members’ committee.

Following its vote to approve the application, the committee placed an additional eight licensing conditions.

The shop must follow the Challenge 25 policy and maintain logbooks for incidents, refusals, and staff training, among other requirements that are normal practice for licensed establishments.

Additionally, the manager’s direct phone number must always be posted at the front of the store.
